TWA 2026 Fall Conference
October 7 to 9, 2026 · San Antonio Marriott Riverwalk · Hosted by the Texas Water Association
The Texas Water Association Fall Conference brings the Texas water community together for three days of educational sessions, keynote addresses, and working conversations about state water policy. TWA has been at this since 1944, when it was created to address water supply challenges in Texas, and its membership spans water districts, river authorities, utilities, groundwater districts, and the engineers, attorneys, and consultants who work alongside them.
For anyone working with rural water systems, groundwater districts, or water data in Texas, the fall conference is where policy direction from the Legislature, the PUC, and the TWDB gets discussed by the people who will be implementing it.
What attendees can expect
- Keynote addresses from state legislative, regulatory, and agency leadership
- Sessions on water data, drought response, demographics, and industry water demand
- Concurrent panel meetings across policy and utility topics
- The 17th Annual Fall Classic Golf Tournament on Wednesday
- A volunteer educational tour of the H2Oaks Center, hosted by San Antonio Water System
- Signature Speed Networking, a welcome reception, and a Thursday evening networking reception
On the 2026 draft program
Three keynotes anchor the program: State Representative Armando Walle of Texas House District 140, Commissioner Courtney Hjaltman of the Public Utility Commission of Texas, and Director Brady Franks of the Texas Water Development Board.
Wednesday, October 7 opens with the H2Oaks Center tour and the Fall Classic Golf Tournament, with a noon tee time. The afternoon includes the TWA Risk Management Fund seminar, the Membership and Services Committee meeting, Signature Speed Networking, and a welcome reception.
Thursday, October 8 runs a power breakfast, concurrent panel meetings, water quality updates, the TWDB keynote from Director Franks, a session on Key Water Data Needs covering WAMs, GAMs, and GCD science, the keynote from Representative Walle, and a session on Confronting Corpus Christi’s Historic Drought Through Diversification. The TWA Board of Directors meets that afternoon, followed by an evening networking reception.
Friday, October 9 opens with a networking breakfast and the PUC keynote from Commissioner Hjaltman, then moves through Texas Demographic Center research on growth and migration patterns, Industry Perspectives on Water, and Data Center Water Use.
The Key Water Data Needs session sits closest to the work happening at the wellhead. WAMs, GAMs, and GCD science all run on measured field data, and how districts collect and report that data is an open question in Texas.

Registration and lodging
Registration is open through TWA. Early bird pricing ends September 4, and TWA members must be logged in to receive the member rate. Registrations canceled by September 4 receive a full refund less a 10 percent processing fee, and registrations are non-refundable after that date. Golf tournament and volunteer tour registration are handled separately.
The TWA room block at the San Antonio Marriott Riverwalk is full. Standard-rate rooms may still be available by booking directly with the hotel, and TWA maintains a waitlist form for rooms that open up inside the block. The room block is reserved for registered attendees and the hotel cutoff date is September 15. Sponsorships are open through Friday, September 25.
