15th Annual Texas Groundwater Summit

September 1 to 3, 2026 · Hyatt Regency Hill Country Resort, San Antonio, Texas · Hosted by the Texas Alliance of Groundwater Districts

The Texas Groundwater Summit is the largest groundwater conference in Texas, bringing experts and stakeholders together over three days to work through the state’s most pressing groundwater issues. The 2026 event draws more than 550 participants, including Groundwater Conservation District board and staff members, engineers, attorneys, elected officials, and other groundwater stakeholders.

For anyone working with Texas GCDs, rural water systems, or groundwater data, this is where the year’s policy direction and technical questions get worked out in the same room.

What attendees can expect

  • Policy discussions following a historic legislative session and looking ahead to what may be another water-focused session
  • Technical sessions on groundwater science, modeling, and research
  • Keynote addresses on legal and policy questions, plus updates on district-led research and science-based initiatives
  • A look at how groundwater is managed in Texas and the role of conservation districts
  • Networking with GCD leadership, agency representatives, and groundwater professionals from across the state

On the 2026 preliminary agenda

Day 1 opens with a keynote from Bridget Scanlon of the Bureau of Economic Geology. Other sessions include a panel on curtailment rules, a legislative interim update, guidance on navigating the mandates of HB 2078, and breakout tracks covering groundwater data, local groundwater modeling, and remote sensing for GCDs. Chet Garner of The Daytripper delivers a Day 2 keynote.

Several of these sessions touch the same ground that well and pump work runs on, from groundwater data to how districts track drawdown and respond to drought.
